First-time PCFs: how often firms appoint someone to their first PCF role
Half of PCF appointments go to someone taking their first PCF role. Nexus Search looked at every PCF appointment across its network of senior financial services professionals and checked whether the person had held a PCF before. 53% had not.
First-time PCF appointments by role
The share is the same for professionals with full career histories on record, so it is not a quirk of thinner CVs. Since 2019 it is slightly lower, at 48%. Half of all PCF holders have only ever held one PCF role.
PCF role | Appointments that went to a first-time PCF |
CEO | 61% |
Head of Finance | 57% |
Head of AML/CTF | 51% |
Head of Compliance | 47% |
CRO | 47% |
NED/INED | 41% |
Banks appoint the most first-timers, at 65% of appointments, and they also promote from within most. Among EMIs, PIs, insurers and funds firms the share sits around half.
Most first-time PCFs are hired from outside
Three in four first-time PCF appointments were external hires. Promotion into a first PCF role at the same firm is the exception. Deputies show the same pattern: of the deputies who went on to hold a PCF, only 10% did so at their own firm.
When firms hire a PCF from outside, it is close to an even split. 53% of external hires were first-timers and 47% had held a PCF before.
External hires | First-time PCF | Held a PCF before |
CEO | 62% | 38% |
Head of Finance | 62% | 38% |
CRO | 51% | 49% |
Head of AML/CTF | 49% | 51% |
Head of Compliance | 42% | 58% |
NED/INED | 39% | 61% |
Firms lean towards experience when hiring a Head of Compliance from outside, the role that also turns over fastest. For CEO and Head of Finance hires the balance tips the other way.
What it takes to reach a first PCF role
The median time from first job to first PCF role is 16 years. It is shortest for Head of Compliance (13.6 years) and Head of Finance (13.9) and longest for CEO (21.4). Hands-on compliance experience is the strongest predictor of reaching a PCF at all. A Big 4 or Central Bank background does not get people there faster.
What this means for firms
Limiting a search to professionals who already hold the PCF rules out the route behind about half of all appointments. Every PCF appointment goes through the Central Bank's fitness and probity approval, whether or not the person has held a PCF before. A better filter is depth of hands-on experience in the function.
What this means for professionals stepping up
For a professional aiming at a first PCF role, the step up is most likely to come from another firm rather than a promotion in place. It most often follows hands-on compliance, risk, audit or finance work rather than a particular employer brand. PCF holders also tend to move straight from one job to the next, so most of these moves happen while people are still in a role.
About the data
Career histories across the entire Nexus Search network, data to February 2026. One network, not every PCF holder in Ireland. Some earlier PCF roles do not appear on CVs, so the first-timer share is probably slightly overstated. The full method is in the report.
